I think there are very good and essential points in there. And there are points I would suggest to integrate, while the proposal might not loose its conclusiveness.

 

1. Regulation of high frequency trading. Trading institutions have developed engineering practices that are comparable to Formula 1. 
 
2. Regulation of Algotrading, programmed algorithms. Mathematically fascinating, morally worth considering and with potentials to be like uncontrolled cruise missiles.
 
3. Taxing Interbank Trading. The biggest problem of the current Tobin-tax reanimation is that interbank trading is not completely embedded into the tax concept, even though it is the biggest market in terms of volume and liquidity. 
 
4. Governments need other consultants than banks and rating agencies, when it is about restructuring the banking system.
